AE86 Float Stuck?

AE86 Float Stuck?
My research of stuck floats leaves me with 2 answers and symptoms, both being extreme left or right. The float is stuck closed and you get no fuel at all. Or, the float is stuck open and the carb floods and even can pour over.
1986 Toyota Corolla AE86 4-AC.
The car will idle, not smoothly, but not too roughly either. Rather at a lower RPM.
The exhaust that the car expells has the most God-aweful stench to it.
While driving, the car will haul ass at higher RPM's. When I shift, however, the car chokes for a moment when I finish my shift and continue to accelerate in the new gear. The choke lasts for about a second, and then it gains back it's power and keeps going.
A friend/mechanic says told me that the float is stuck. From what I've read, it's either stuck as to provide no gas or too much gas, no in between.
Does this sound like a rare case of a struck float? Or is it something completely different?
