Picture of the Week?
On another forum, they have a Picture of the Week "competition". Every week there is a theme, and then it is announced and you have from Thursday to Wednesday to submit your interpretation of the theme. The next week, the photo is voted on, and the winning photos are compiled into a POTW Winners thread with the theme.
The rules on that are the picture must be taken within that week, and you post the EXIF as proof, but I'm not real keen on the idea - if you have a picture that fits that theme, I think you should post it! What thinks ye?

Maybe the submitter has to honestly say *when* the picture was taken, and that might affect the voting. That's the best way I think it could be worked out.

Might need a little mod help sticking threads and stuff. Agreed that the winner submits a theme, I have a few to start with that worked out well on the other forum.

I like this idea, though, whats an EXIF? Should be interesting to see how this works with the level of photography everyone has.

EXIF is the info tag that goes with the image. If you bring up the directory and right click on the thumbnail of the image, then the "summary" tab, then "advanced".
It will look something like this: I'm sure there's other, better ways, but this way should work for anyone on XP...
