soggy bottom boy

my 22re w/ 330,000 km will run poorly in cool (10 deg.c and coooler)wet weather. always after start up only for a few minutes,engine at o/t or cold,idles fine,no power in bottom end,over 3k rpm runs fine. like its starving for fuel,fires back through intake, not sure what happens at 3k but prob goes away above that rpm. timing,plugs,wires,cap,rotor,02,fiters,throttle body all serviced 1month ago, second season for this problem(fall,winter)runs fine all spring summer.warm dry. only in cool damp (foggy,rainy) conditions.tried this question last year and got the usuall "did you check your brake fluid" type replies. could really use some help here guys=p
