Free wheeling fan

My fan on my 91 4runner (3.0) can be freely moved/rotated when engine is not running. Is this normal? If not, is there a fix? thanks!

is there any resistance when you turn it? toyota uses clutch fans, so they can be turned when the engine is off. makes it so the fan doesn't have to spin as fast and create as much drag when the engine is running at higher speeds.
