Should tow just fine I've towed that much without brakes on the trailer and it was fine. It just wasn't fast. (IE it goes but your not going to keep up with a fullsize V-8) I'd make sure he installed a trans cooler and had the fluid/filter R&R'd. Make sure he has good tires on it and have the brakes checked but otherwise as long as it runs and drives fine it probably is fine.
