Fuel filter location and flexible fuel couplings...

(First post after a couple years of lurking.)
I've got a 1993 T100 with a rusted/cracked fuel line. It's lived its whole life in central Ohio, where the roads are flat and we get lots and lots of salt for every snow. I've found that the couplings to the fuel filter and to the short-run flexible spans (between the line and tank and line and engine) are totally rusted.
After a couple very patient weeks with PB Blaster, vibration and not-so-gentle coaxing, I've concluded that there's nothing for it and I've got to replace more than just the hard line. My usual go-tos of fire and whanging on stuff aren't very useful in this situation. I've decided to go with 30R9 fuel hose instead of replacing the steel lines, and I understand (as much as I can without having used it before) the limitations of using rubber rather than steel.
I wonder why Toyota chose the frame location for the fuel filter. For example, why not the engine compartment, where there's lots of room? maybe there's a logic to keeping it down there, but in all my other vehicles (and all EFI) the filter's under the hood.
I can always find out with a tubing cutter, but does anyone know whether those short sections are also 8mm (approx. 5/16") ID? I could replace these sections but would be getting into more rusted interfaces, so joining the flexible lines sounds pretty attractive.
