Just find an FSM for your vehicle, you haven't really told us what your vehicle is.
Find the headlight wire that is activated by your headlight switch and run it to an accessory power wire. If you've ever hooked up a stereo it's usually the red wire, while the yellow wire is constant power. So ANYTIME you turn your key to accessory or to start it, your headlights will turn on.

I have a used DRL relay from a 99 4Runner, it's yours if you want it. Don't know how easy it would be to install, maybe just plug it in or maybe some wiring would be needed. Or Canadian tire sells aftermarket kits for about $30

You will learn alot about the setup of DRL's for 3rd gen 4Runners by searching "fog light mod" as many have to deal with the DRL to allow for the independent use of the fog lights.
It is weird that some (US) model 4Runner in 99 had a DRL setup where others did not.
