OBD II Not Ready

OBD II Not Ready
I've searched the forums and couldn't find anything so forgive me if I missed it. I bought a 1996 4cyl tacoma a couple of months ago. The previous owner mentioned something about the check engine light and that he reset the computer and that it hadn't come back on since. To my suprise, when I went to get emissions done on it, it failed. Three sensors (EVAP,EGR,Cat) are in "not ready" status. I've already tried driving through various drive cycles. I've done some tests on the EGR and Evap systems and they seem ok. It's been over 1000 miles already and I still have the problem. Has anyone had this problem before? Is there anything that I should be looking for? Any ideas?
Thanks,
Dante

I'm not an expert here, but I do remember the dealer putting my 01 Jetta in "readiness-off" mode so that it would stop throwing codes. Sounds like the ODBII system needs to be programed. Somebody else will chime in with details.

Dante, Which scan tool are you using? Dumb question, but did the previous owner remove the MIL? Are there any stored codes? Any freezeframe codes?
I would check the coolant temp, 02 and vehicle speed sensors. Also verify; fuel cap, coolant level & thermostat.
EGR test may not be performed until the vehicle reaches operating temp, and the Evap test may be chained to EGR test.

So I finally got it to recognize a drive cycle.... The check engine light came on. The code is P0130. Malfunction with heated o2 circuit bank 1 sensor 1.
I ran a couple of tests on both o2 sensors and both of the heater elements measer about 14 - 16 ohms. The Hayes manual says that they should only be about 5-8 ohms or so.
My question is what should I do from this point? Should I just replace both sensors? Could it be something other than the sensors?
Thanks in advance,
Dante
