How to remove touch up paint blobs?

I need help because there are these blobs of touch up paint on my dads 4runner and I need to know how to make them smooth and blend in.

I am assuming he clear coated it...then apply rubbing compound.

No man, the things 2wd and never goes off road. I don't even have a license, I just keep the thing looking clean and shiney inside and out Besides I don't think those crappy bfgoodrich radial long trails will get very good traction considering they sometimes spin on wet roads

The paint is'nt clear coat, its single stage cardinal red
