If you're using Windows, MS Paint will do the trick. You just won't have many options as to the filetype when saving. I believe you have to hunt for something like "Stretch/Skew" and plug in some number below 100.

in iview, click and drag, then ctrl-Y to crop first, then resize with image > resize/resample. when you save, set the jpg quality down a bit to perhaps 75%, and it'll probably be small enough. you can re-save at different quality levels without degrading what you see onscreen.
