broken vacuum thing on intake manifold

I have an 88 22r 4 speed tranny pickup. I noticed that on the top of the intake maniforld there is a blue topped thing that has a vacuum line attached to it. It is broken off. I am wondering what does it do and where could I get another one? This item is on top of the intake manifold by the front of the engine.

Photos really help with this sort of stuff. You can definitely get the part from the Toyota dealership. If it's broken off, you've got a vacuum leak and your losing power and your gas mileage is suffering.
