ignition would not turn on with key on

i got a 89 toyota pick up with a 22re engine so what happen is that originally was a 22r and made it 22re and before i cranked it the first time i was missing the the relay by the ecu i think is the opening and closing not sure. anyways when i cranked it all lights came on but didn't start so i was messing around the fuse box on engine bay and i jumped the efi relay and burned the ignition fuse and the efi fuse too so i replaced them and all the relays and now i get no gas and no light. checked the bulb and its good... any help please
