Question Shimmy with tire rotation.

Hey all,

I rotated the tires (5k mile on them) on my 03 4Runner (V6, auto, 4WD, 76k miles), and the wife tells me that after rotation that the steering wheel shimmy's, shakes, or whatever at about 65, and it started with the tire rotation. I re-torqued to spec and checked inflation, all good. Not to bad at 60 or 70, just right around 65. Ball Joints? but why with the tire rotation, is there something else I could be missing?

Thanks
