When mine did that it was because my VAF meter was shorted out. Unplug it and try and start the truck, it wont start but it will turn over, see if the fuse blows. Thats how I discovered it, look in the haynes book and disconnect sensors and start it to see if it stops blowing, thats the easiest way to do it with out specialty tools.
Of course it shorted out because my alternator caught on fire and fried that whole harness

If you burn up something you can take the time and learn about ampacity of the various wire guages too.

make sure your O2 sensor wires are not sitting on your exhaust!
that happened to me, exhaust burnt the wires which made them touch each other which made my fuse blow!

contrary to popular belief, fuses are there to protect the wiring, not the device connected to the wiring. installing a higher amperage rated fuse in an existing wire is only pushing the wiring to carry more current than it was meant to carry and can possibly cause the insulation on the wire to melt and create even more problems.
In your case, toyotanick, you should have a relay installed to trigger a separate FUSED power source to the fan instead of just increasing the size of the fuse you have now.
