Not related to the starter, it looks like it is for one of the vacuum switching valves (VSVs), perhaps one you don't have like AC{

Did you connect two separate wires to your starter? Doesn't look like a VSV connector to me. There's two wires to connect to the starter.
See item circled in red:

that plug goes exactly where 4crawler's first pic indicates. his plug appears a little different; he has a white connection in line labeled with red marker. your black plug would go directly into the VSV where his white connector leads to.
if you had the vsv for a/c, it would be mounted in that empty threaded hole in your valve cover, right under the plug in your 2nd pic. it appears to be gone.
it also appears you're missing what looks like a white hex head with a spring under it, in 4crawlers pic. this is the idle up for the a/c, and would provide the vacuum lines for that vsv. have you had an intake change, or once have a/c and removed it, or possibly a harness change?

This is info from a '93 service manual, I don't know if it applies to your '88, but if so, your timing should be advanced to 10-plus degrees once you've gone through the following steps:
ADJUST IGNITION TIMING
(a) Using SST 09843–18020 (you can use a paper clip), connect terminals TE1 and E1 of the DLC
(b) Check the idle speed. Idle speed: 750 rpm
(c) Using a timing light, check the ignition timing. Ignition timing: 5 degrees BTDC @ idle
(d) Loosen the hold–down bolt, and adjust by turning the distributor.
(e) Tighten the hold–down bolt, and recheck the ignition timing. Torque: 19 N–m (195 kgf–cm, 14 ft–lbf)
(f) Remove the SST 09843–18020 (or paper clip)
FURTHER CHECK IGNITION TIMING
Check that the ignition timing advances. Ignition timing: 10 – 14 degrees BTDC @ idle
