What is this valve called?

That's not the EGR. The EGR is on the passenger side of the engine and sits in front of the Reed valve. Both the EGR and Reed valves connect to the passenger side exhaust manifold. I can't remember what that one is off the top of my head. Sorry.

Dashpot is like a shock absorber for the throttle linkage. It slows the throttle closing speed when you let off the gas, reduces backfiring and emissions. It is spring loaded, and has an air bellows inside with a check valve and filter on the vent line. Make sure it moves freely, filter not clogged and it should work fine.
