What inputs are necessary for the Cold start injector to fire?

What inputs are necessary for a cold start injector to fire? Both it and the cylinder fuel injectors are not firing when I try to start the 4runner. What is common between them?

The CSI always gets power(12v) when the ignition switch is in the START position. If the ignition switch is not in the START position it will not fire. Period.
The Cold Start Time Switch completes the circuit to ground. Only if the temperature is cold enough. If it is above x degrees then it does not complete the circuit and the injector will not fire.
The Cold Start Time Switch has a heating element inside of it which warms up the sensor after it has had power for a certain amount of "time" to break the circuit. This is so that the CSI does not continue to dump fuel into the intake if the truck is failing to start for some reason.
