The pipe you are pointing to is a coolant fitting. Above where you art pointing is where your EGR is blocked off. This could be causing your surging idle by creating a vacuum leak with that filter on top of your valve cover. I would reconnect your egr hose and see if that helps your idle.
As for the coolant hose, try heating it with a heat gun and twisting gently.
They tend to stick if not removed in years.
A couple years ago I bought an entire 22re efi intake off craigs list and its really come in handy for spare parts.

She had the surge before that, but you are correct. The caps are all dry rotted and theirs a big ass vacuum leak.
