upper control arm movement

94 toyota 4runner v6 4x4

The front end lifts up and to left on acceleration (in 4x4) and dives back right on foot off pedal.
Told a friend at a repair shop the situation and he said look at outer lugs on psngr side they should be worn and its going to be something on the upper control arm on psngr side being as its pushing and forcing movement on tie rods as well. clunking noise when wheeling as well i assume its the worn out BJ, btw I have BJ spacers on the truck.
Thers a small

So I checked it and hes spot on:
Outer lugs are worn down and theres some play.

Yes the upper ball joint is pretty loose but thats not the kicker, the upper control arm moves when you grab the tire and go from right to left.
You can see the torsion bar moving horizontally a little bit.
Is there a way to tighten this, is this OK at all or normal?

Im taking it in for the steering recall monday and they are going to align it so Id like to replace the upper control arm and BJ with one off of someones part truck.

Um....no, not normal and no way to tighten it really. I mean, I can't see it being loose, but wouldn't hurt to check. Probably more likely the bushings are shot.
