Welcome!!
It is possible your running out of gas sucked a bunch of dirt into the filter
electric pump pressure when you turn the key
Wow Ok new to you!!
you have no idea if it has had a tune up in the last couple of years
well one starts at the basics spark and fuel timing

No idea anything except it had a timing chain cover crack that was Jb welded and he told me valves need adjusted motor had a lot of chatter I will deff check fuel filter and pump I had already thought maybe pump had just happin to go out when I ran it dry is pump in tank or on frame rail like older Chevy trucks

The issue i see here is you said he said the motor was recently rebuilt. Than why did you buy it if he said the valves need adjusting, timing cover had a jb weld fix, etc. Sounds like you got it handed to you on the rebuilt part. Just my .02

May have fouled the plugs with all that oil. In which case it will not start/run correctly. Get some new plugs and start with the basics like others are saying. Try to avoid the starting spray.

Running out out of fuel could of burned the pump up. I keep mine above the quarter mark. See if it is pumping.
You said you are getting fire, next I would check to see if my injectors are firing. The Noid Light only works in one direction so if it doesnt work inserted one way flip it around before ruling the injectors. If you look closely at the notches and wiring it the picture below you will get the LED into the correct position. Mine is an 86 as well. Any new to me truck, I just count on going thru from on end to the next. I would suspect more then just motor issues.
Here is how you do a Fuel Pump Bypass on the 85/86.
Jumper wire the Yellow Plug on Drivers side. ( Jumper wire should be in both contacts for testing, I just didnt have it in for picture purposes and mostly a referece for me at a later time.)
With the jumper wire in and the key turned on, I was able to fill the cup up in about a minute or so. The return hose goes to where my finger is pointing. This is the metal line that I suggest taking an air hose and seeing if it is clear all the way to the fuel pump bracket. I have seen this line and the "J" line on the bracket clogged several times.
My $3 noid light. I was not able to find one anywhere and this worked great. It flickered each time I cranked it. I just could not get any pictures of it lighted.
I used the 12 Volt red one. Radio Shack Part Number #276-0270
