Trouble with timing

I am able to get the timing close to where it needs to be, but can't quite get there. I positioned at 5 BTDC and inserted the distributor. I attempted to jump E1 and TE1 ( I was told that there should be a noticeable retardation, which there is not) In a thread that I am unable to locate now, I read that there was a ground located behind the fuse box on the passenger side, which I located. There was a ground wire that was cut left dangling there by the PO. Could this be my problem? Where did this ground originate from.

89 22re 4x4 standard cab.
