Tranny to block issues

Finally finished my 22re rebuild and got the engine in. Also doing 5spd swap. W56A top shift.

My issue seems to be that the dust shield that separates block and flywheel isn't ligning up with the lower block to bellhousing detachable brackets.

Do I loosen brackets until I get them attached to bellhousing or do I take the easy route and drill bigger holes in dust shield? There's only one way that dust shield can go on due to the alignment pins. So I'm lost as to why it isn't ligning up correctly. Let me know what you guys think.
