Timing set at 10*BTDC is best??

Even though the FSM says that the timing should be set at 10*BTDC, is there a best setting for certain circumstances such as:

1) When going in for a smog
2) For overall performance/every day use
3) For maximum power (not so good on gas)
4) For getting the best mpg (not producing maximum power)

Or is the factory recommended setting the one that it should be set, at all times?
