T-Chain Timing Marks Not Normal

I have replaced 5-6 timing chains, but this one is not normal.

The crank sprocket dot is in the 6 o'clock position, but the cam sprocket is one, maybe, two tooths off to the left.

Could they have degreed the cam in and this is why it is not at the 12 o'clock position?

Should I put it in the 12 o'clock position, and install as normal.

Made sure nothing was moved during the teardown.

I dont think there is any way to change the degree on the stock cam no?

I went ahead and set both sprockets at 12 oclock.

Yea, i guess just rotate the engine with a socket to make sure everything is good. ie at tdc valves that are suppose to be closed are, vise versa
