Soak the torsion bar bolts in penetrating oil a few days before you try to move them. The day you are ready to try; clean all the crud off the bolt with a wire brush & coat the bolt down with anti-seize compound above the nut & inside the housing, you can reach a good portion of it through the hole in the side & start turning. It helps if the weight is off the vehicle first but it will turn even without jacking it up.
On mine, the drivers side bolt was stuck to the crescent shaped washer & it turned with it. It popped & screeched as it snapped back in & out of the saddle it's supposed to ride in but I just stayed after it with a 1/2" break over bar & eventually it all worked loose well enough that the washer stopped moving with the bolt & I could turn it with a regular ratchet.
