Super strange timing setting

I just put new heads on my 1991 4runner sr5 and the timing is really weird. if i set it to 10* BTC it runs horrible but if i put it to about (no markings so im guessing) 20-25 BTC it runs great. What is going on here? Need Any advice!

did you jump the diagnostic terminals? if not try that. if you do that the idle should drop a little. if not you probably have a bad tps sensor.

Short E1 & TE1 in the diagnostic port then check the timing.
