Stock 22RE needs just a little more

I have a 1989 4X4 pickup I just put a brand new stock 22RE in Arizona it runs good and I know the 4 cylinder motor isn't going to give a lot of power but I have moved to Wyoming for work and the higher altitude has robbed lots of power leaving me having to climb two small hills on my way to work in 4th gear floored trying to stay above 55 on a 65 high way. I have done some research and seen that a stock 22RE motor puts out about 112hp and you lose about 3% of hp for every 1,000 feet above sea level leaving me robbed of 18% hp. I am just looking for some exterior engine mods to get that 18% lost hp back so I can keep the speed limit up those two hills and I want to put 30X10.5 Mickey Thompson Deegan 38 tires on it but the bigger tires will slow it down also how can I counter that?

I drove one of the guys trucks on here that has the Engine Builder RV cam with an LCE header and it is the quickest 22re I have ever driven with plenty of power. I could not believe at the difference it made on his. Mine are just stock. If you want more information on it, look into Hiluxs 4Runner build.

I live at 4100 foot elevation and can run at 65 no problem, on the flats. It's not a powerhouse by any stretch. One pass I climb from about 1200 foot to 5500 foot, it's a 5% grade. If no one gets in my way I can run it in fourth gear, at 60 MPH, if I can keep the momentum up. Otherwise in between third and fourth gear, trying to maintain 55 MPH. Might have to look into what Terrys87 said, when it needs overhauled or something major.
