Starter Issues

I have an 86 4runner. I have some starter issues that just popped up after i changed my tranny and flywheel. It is an auto 22re. So the key will not actuate my starter. I turned the key into the on position and jumped the starter. Fired right up with no issues. The key will turn it off. So i checked the starter wire with a voltometer it has 4 volts in the on pos. None in the off and no change in the start pos. The nuetral safety switch works. I tried the old one and had the same issues. The starter on wire is spliced into the tranny plugs? Pretty sure thats part of the nuetral safety switch. Anyone have an idea whats going on? Any other things to check out to help diagnose my issue?

Corroded plug on the new transmission acting as a huge resistance causing the voltage to drop to low. This might not be able to be seen with the naked eye.

It could also be a poor ground connection in the solenoid circuit.

Some ideas

The ground was good i used a jumper cable to the negative side of the battery. I popped the steering covers off and ran a new wire straight to the starter today. I didnt really have any other choice as i had to drive it tommorow.
