I had typed shackles.. and of course those will not work since there are no leaf springs on the thing.
I had meant to type coil spring spacers.
And they work within reason. Coupled with a shock with some extra down travel, I feel they are fine, provided one does go to far.
I had proposed a ball joint lift, which is only an inch and an half. Coupled with spacers in the back, you get a 4runner that can clear 33's and sit level.
There are, of course, way better ways, to lift a truck. But as per the OP we are on a budget of $1800. And that is way better spent on anything else, other then making the truck sky high.

Thanks for all the replies. It's cool to see how there are different ways to approach this.
I'm going to throw a wrench in this. I actually have $2800 but $1000 of that is going to rebuilding my tranny and transfer case and fixing a couple oil leaks. That being said, while it is apart is there any upgrades(ie:gear changes) I could do or am I getting ahead of myself.
I can do most all of this stuff myself, time permitting.
A little background on the runner. Just put in new front axles, got the ADD working, installed new Bilsteins in the front, and had the A/C fixed. I have dumped some money into this thing so I plan to keep it for the long haul.

Also I am not opposed to a lift in the long run. I just want to do it right and I wasn't sure that was money well spent right now.
So is the added traction and clearance of bigger tires without a gearing change better than staying with my 31"tires and keep my 4:56 gears.

it's tough making plans, trust me, i've got about 4 projects on the go right now, and after collecting so many parts, I seem to always scrap the plan, and end up going WAY over the top.
you said you want to be able to go rock crawling with your buddies down the road? do you have any intention of ever doing a solid axle? or are you goin to keep the ifs? if you're keeping the ifs, for a lift you really only have a couple options. both fit in your budget.
if you are going to go offroad, bigger tires can be important, depending on terrain. and with a 5 speed you could likely get away with 33's and the 4.56 gears.
as far as rebuilding your tranny and tcase, if you can do the work yourself, 1000 is a bunch. unless you have any broken gears. while you're in there you could upgrade you're tcase to 4.7 Low, but it's likely overkill for where the rest of your rig is at.
i'm rambling i know. haha

for a daily driver (if a close to factory ride is important), and mild wheeler. i'd start with a lift, rear locker, get rid of the ADD, run manual hubs, and some armor.

Led headlights, convert all bulbs to LEDs, husky mats for the interior.
Oh for offroad stuff, hmmm the huskys will protect your mats from mud I guess.

If I had $1800 to spend on a toyota, and keep it IFS, I would do a rear spartan or the like, sliders, and find some used 33x10.50s if you still have stock wheels, they fit a toyota with no lift and stock wheels. This will make the runner a lot more capable than what it is now. After you smash your stock bumpers, buy fron and rear bumpers. And yes, I would definately regear the case to 4.7 if your rebuilding it anyways. Thats my input. And for what its worth, 33s wont be bad on a stock rig as far as robbing power. I DD mine for 3 years with a tired 22re, 5spd and 33s. then I DD it with 35s.

I kind of like this approach so far.
#1-lockers (maybe grizzly or Zip?)
#2-tires ( going to look for 32 or 33 x 10.5)
#3-sliders (I think I can make these with a buddies help)
And since I am already going through the tranny I will look at change the transfer case gearing.
