Spare tire mount

So tonight I had to replace one of my rear tires after work because of a flat, and upon removal of the spare I noticed that it was a weird mount that I've never seen before (this is my first pickup). I used a breaker bar I had to try twisting the mount, thinking it was a standard twist style. I searched on Google and Yotatech was one of the results and apparently this mount uses a tool.

The previous owner never mentioned having this tool and I nearly took apart my interior trying to find it but to no avail. I spent 30 mins slowly cutting the steel cable with a set of pliers (yeah, horrible) to get the new tire out. Now the question is, what do I do now? Are there any aftermarket alternatives (simpler) or any in bed mounting systems? I do NOT want to replace it with an equivalent of the one I had to deal with.
