Rusty Fuel Filler?

When I bought my 4runner it never occurred to me to open the fuel door to check for rust. But the first time I gassed her up I nearly hit the floor. Why is my fuel filler neck so rusty? Is this normal for 4runners? If you look closely at the pictures you can see a collection of rusty bits, could these be getting into the tank as well? How do I fix this?

I can't tell you why it's doing it but I don't think it's normal. My doesn't have any of that rust. I would think it would have had to sat for awhile with no cap on for the inside rust.

Water from gas caused the rust. I would find a used one in good shape and swap it in. 4 bolts and then just undo the hose going to the tank.
