Rough idle when i press the brakes?!

Breif history on my truck:
I have a 1989 4x4 truck with 22RE. When I bouth it it did not run. I had a new timing kit w/cover installed and head and valves re-worked with new head gasket. Mechanic tried to set the timing to factory specs, but he said it didnt seem to have power so he set the timing by ear and experience . Well the truck ran fine but it didnt idle good in the mornings and gas mileage was bad.
I decided to get out the FSM and check everything I could. I found the cold start switch bad and the TPS bad. I replaced the cold start switch, New TPS, cleaned the throttle body and intake chamber thoroughly.
Now that the TPS and cold start switch are working and all vacuum ports are clean, I have another new problem.

1. Now when I push the break pedal my RPMs drop drastically and it starts going up and down until I release the break.

2. when I start the truck it idles pretty high and after a few minutes it starts slowing down little by little in small incements(may be normal operation).

I guess I should have the timing re-checked now that the TPS is fixed, but what about the rough idle when i push the break pedal?

could be vacuum issue

this is probably are really really stupid question but is the cel on. if so try running the code.

Check engine light is not on. All vacuum hoses are where they should be and in good shape.

#1 I'm not completely sure on this but I think this is normal to a degree. It can mean a vaccuum leak or a bad booster if it's excessive. It can also be an idle problem.

#2 This is normal. When you first start the engine it goes to high idle to warm up. If you start it and let it run for 30 seconds and it is idling high, hit the gas and it will go back down to normal idle. If not you do have a vacuum issue somewhere.

Is it likely to have vacuum leaks around gaskets? I had the air intake chamber off and cleaned it. I replaced the TB gasket and the gasket between the intake chamber and the intake manifold. I did not replace the EGR gasket, I couldn't find one, so I re-used the old one. Maybe I should apply some RTV silicone around it.

I haven't messed with an EGR on a 22r/re but I know that on a 2F in an FJ60 if they leak they can cause some major problems. Vacuum leaks can be found by spraying carb cleaner around the end of vacuum lines. If you had the intake plenum off there is a chance it could be leaking there, I'd check the fit and tighten it up a little. Get some carb cleaner, it will help find vac leaks. If you spray it and there is a leak the engine will idle higher.

Thanks, I will try that.

I read in another thread that the a/c idle valve can cause idle fluctuation when brake is pressed. Can the a/c idle valve be adjusted to correct this?

Yeah, there are a number of threads about what you're dealing with. Run a search. You're idle is too high. Reset it via the TB screw. If that doesn't do the job entirely, then check the a/c idle.
