Remove leaf from OME rear

Remove leaf from OME rear
Has anyone removed a leaf from the OME CS009R rear springs? Mine seem too stiff and looking for recommendation. I don't run a rear top so lighter than average 4runner.
I've heard remove the third spring from the top but that is for the heavies. I believe this are the medium duty.

So I've been doing some research on shackle angle. Mine were between vertical and angled forward. Instead of the desired angled to the rear. Stock shackle length.
So I'm thinking:
1. Springs never settled, although they were rusty. I don't know how old they are.
2. Springs are too stiff for empty 4runner with top removed.
3. Shackle rusted to bushings and didn't move freely. Bushings are the yellow OME, but shackle looks original and was hard to remove.
Currently have one pack disassembled, cleaned, and painted. The pack has 4 leaves and 2 overloads. I'm debating between leaving the pack as is, removing a leaf, or removing one of the overloads.
