well, if the heater won't blow warm air (considering the dash fan runs) then either the heater core is plugged or the valve that regulates coolant through the heater core is plugged or stuck or the coolant lines back to the water pump are clogged, or the control rod that connects the temp lever to that valve is stuck.
that has little if any influence on the a/c though, if the lever is moved all the way over to cold, so no heat does not mean the problem/cause/solution is the same as no a/c.

but let's go back to the engine... what do you mean the engine is very loud?

A previous car i had worked on had this same problem. Turned out to be air in the system... alot of it.

what does the coolant temperature gauge read when the engine is "warmed up"?
