pulley problem on a 3vz-e

the bottom pulley on my 3vz-e has pulled out about an inch. it pulled out yesterday when i was turning into my drive way, so i popped the hood and the fan was rubbing on the bottom pulley. now all the belts are crooked, i tried to tighten the pulley but it only went in a fraction of an inch. what would cause this?
