Power to solenoid valve on carb

Recently replaced carb as it was giving me issues, found out that the solenoid valve wasn't opening or closing it was receiving 11.84 volts from computer.
I have direct wired it to the battery with a 10A fuse.
The truck idles and I am able to set the timing to 0.
Am I causing any harm by having constant power to the valve?
And lastly how come the valve controls the idleability of the truck. What I have read is it is for dieseling after turning the truck off.
Any assistance would be appreciated. Ben
