O2 Sensor

My truck is getting poor milage and performance. I get about 350-375 km to a tank (mostly city), and the performance when warm is lacking. The truck has 211000 km on it. Should it turn the engine light on if it fails? Oh ya it is a 92 4runner. It is a 92 4runner.

Motor is a 22re. Also the exhaust tip is black so I'm geussing it's running rich.

Change the O2 sensor,air filter and check the TPS. O2 sensors get slow when they are dirty and old. They will not set a code unless they fail completely. Also make sure your front brakes are not dragging. The calipers are known for getting seized.
