I doubt it's a fuse since you say everything else is working fine. But what all goes through that circuit?
Bad ground?
Did someone hack into the wiring to run trailer lights?
Another thing to look for is butt connectors.
When people who don't really know what they're doing work on electrical systems they generally use cheap crimp butt connectors with no shrink tubing. Those connections are trouble waiting to happen in the form of corrosion or a loose connection.
I've seen so much of peoples hack/garbage electrical work on vehicles that I just expect to go back through it when I see any electrical mods.

Backup light takes power from engine fuse. IF engine fuse is out, you would have charging issue for sure, no power to ECU for sure, and turn signals (I think).
+1 on hack jobs as suspect, cheap trailer light install and butt-connectors, etc...
Check ground on backup light socket.
Check for 12V on backup light socket when in reverse.
Check for 12V on on of the terminals on back-up switch connector on left side of tranny. If not 12Volts at all, trace circuit to engine fuse.
Remove connector from back-up switch on tranny, check if contacts close when placed in reverse.

I would also check the wire harness right around the passenger rear shock mount I have found on both of my toyota's the wires were broken or corroded in this area.
