new weber bogging down

maybe you guys can help me out. i have an 87 22r no emissions, header no cat 2 1/4 from collector back.

just put a weber 38 dges in place of the 32/36 i had on there because it wasn't for a toyota and little head work on the way.

so first and second pull hard, third is all right after 2000 rpms but fourth and fifth bog down really bad between 1500-2700ish.

ive checked for vacuum leaks and found none.

i replaced my fuel pump with and electric one i had when the mechanical started leaking. i have a pressure regulator installed but have read the electric pumps can still flow too much. do i need to switch back to a mechanical? and the electric has no fuel return line hookup and a new fuel filter.

it idles between 1-1500 rpms and if i go lower it dies when i come to a stop. am i too rich and need to rejet?

when i unplug my vacuum advance line it dies out so the timing has been checked and set with it connected.

is it a mixture problem or a vacuum problem somewhere?

sorry for the long post but ive had no luck trying to figure it out myself. any help is greatly appreciated.
