Um, I just tried the jumper again, and it is actually running! thanks a bunch!!

Okay so it's gotta be fuel pump relay, efi fuse, or a bad wire/connection. Both relay and fuse are located behind drivers side kick panel..

So it runs with jumper connected? You don't want to drive around with jumper in. I would replace fuel pump! Guarantee it's the problem

Something is very wrong here (but you knew that!) The FP connector on the diagnostic connector goes STRAIGHT to the fuel pump. So, first, use your multimeter to check that you have 12v to ground at B+ with key-on. (No multimeter? No excuse for that! http://www.harborfreight.com/7-funct...ter-90899.html) Then check that you have less than 5 ohms to ground through the FP connection. (a fuel pump doesn't have much resistance)

But how did the plugs get fouled, if the fuel pump isn't running? You need to run your tests very systematically, or you'll miss something obvious.

The truck is working good now with a new EFI fuse!! lol Thanks for all the ideas! Well apparently my engine is burning oil, I guess that is why the plugs are fouled...
