My 4Runner won't rev past 1800 rpms!

Just got done with Head gasket job on my 1995 4runner 3vze. Put it all together and it starts up fine, idles great but won't rev past 1800-2000 rpms, it surges when it hits the rpms till I let off the throttle. Then idles fine. Help! I've replaced fuel filter, new o-ring and seals on fuel injectors, tps, maf sensor, engine coolant temp sensor. And checked every vacuum lines numerous times. And removed my catalytic converter and could barely see day light through it. Any suggestions?

Did you double check that the vac hoses are hooked up properly? It could also be a misadjusted throttle position sensor. I had this exact same symptom, when I fixed my EGR vac hoses (the group of 3 on top of the TB) and properly adjusted the TPS my problem was fixed.

Thanks jennygirl I'll recheck the vacuum hoses, but do u know of a great sight for all vacuum lines? The ones I have seen don't have every one showing. And I'll try resetting my tps. Which three hoses are u talking about?
