Mechanic at a loss.help!!

I have a 92 Toyota 4runner 4x4 3.0 efi engine automatic transmission. It had a blown HG as per signs of overheating and a little bit of milky oil and minimal thick white smoke from tail pipe. Took heads to shop to be inspected, no cracks,cleaned, and they only needed a valve job, and they weren't wrapped. Bought gasket kit and replaced all gaskets and both HG's aND thermostat. Wate pump had recently be replaced. Got it all put together, filled radiator and as soon as it started up, it started to smoke thick thick white smoke out of tail pipe. Ran it for about 5 minutes and smoking continued. Refilled radiator, started again and let it run for about 10 minutes and it still smoked but didn't over heat. Noticed oil mixed with water was comming out of throttle body.Checked spark plug and it was milky so I dropped the oil plug and a ton of oil mixed with water about 3 oil catchers worth drained from engine. The color of the oil was 100 time worse then before the HG's were pelaced. Next day I filled radiator and had left oil plug out over night.did a pressure test on radiator and it held pressure. NO water came out bottom of engine where oil bolt was left out. Not sure what issue is and I'm out of ideas. 4runner is way worse then when it had a blown HG. Please help.

I think I recall a thread posted here that dealt with the same issue. IIRC it had something to do with a water line connected to the throttle body instead of some other line about the same size. ( I can't remember if the other line was vent or vacuum. )
