Perhaps you should return that Napa Flasher and buy two 20-50watt resisters (~6ohms) for each turn signal to trick the system into thinking there are standard bulbs there
Good luck. FYI, I added the resistors (but not the NAPA relay) and still have the hyper flash with my superbright LED's turn signals. I just read in the current issue of Toyota 4wd owner, about a resistor to disable within the relay. This will be the next step for me. Not next weekend though. Gonna wheel Which will likely produce something more important to fix. Keep us posted on your progress. Thanks!
You all are making this trick way too hard since it's a newer Truck-Runner and uses a different style relay that piggybacks into an adapter cage before it plugs into the 3 prong harness.
Toyota's are grounded differently. Drilling out or de-soldering the 7th or 3rd prong trick does not work on the micro-chipped relays. The (2) 50w resistor trick works too but in my experience it's tough to find a safe spot to store them where they'll both cool enough to not crack prematurely or not be a fire/melt hazard.
You can go ahead and just use the EP 35, center prong is still center prong but you need to flip the two side prongs around b/c you can't fit the piggyback adapter that deletes the Toyota Relay 4th prong. Basically without the little plastic adapter that attaches to the factory Toyota relay you have to reverse the polarity on a normal one for it to work as it did from the factory.
Let me know if it needs to be clarified further. I've done about 40 of these now between older Toyota Trucks, Cars, etc.
I have LED flashers both front and back and I am using resistors. My signals blink normally. I would much rather have just replaced the flasher unit. Make sure that you get a flasher that is designed for LEDs, otherwise you're just putting the exact same flasher in that you just took out.
I know this is an old thread, but will the EP35 work with a 1st gen 4Runner? Looks like the outer prongs are too wide and Male vs. Female? I could easily wire it with a simple Female-to-Female set of wires, but was hoping there was a "plug and play" solution here.
I put in LED lights throughout and now have Hyper Flash (the blinkers essentially just stay on - they no longer blink). So I'm trying to fix it.

Cutting resistor out of stock seems to be a good and least expensive fix if you're comfortable with the task.
OR... Just leave one incandescent bulb on each side. That should give it enough load to blink normally.
OR... using the flasher module made for pure LED's.
Blinker relay want to see AT LEAST a certain current in order to work normally. The shunt resistors they're selling make that happen, but I think it's wasteful to buy additional parts to make new parts (LED's) work.
MY objective is to get brighter signals but keep blinking normal so I'm considering...
1) Keep one stock incandescent bulb on each side (rear or front, Incandescent would provide enough load to blinker relay) OR snip that resistor.
2) AND/OR add enough LED bubs to satisfy the blinker relay's current requirement by adding a T3.24 socket (below) epoxied to a hole on reflector, plug in a 194 or 921 LED, whichever would fit the housing.
T3.25 Sockets to Fit 194 or 921 bulbs.
