Exclamation Kick Up/Down Cables??? Kinda Long

Ok, Not even sure this is the right name for the question. lol...hang with me.
About 2 months ago I had a used, good condition tranny put into my rig. Sense then, I have had to shift into 3rd an 4th (overdrive?) by letting up off the gas a little...like to baby it to shift up.
Heres how my average day goes.
-Cold start after sitting all night: Warm truck up for about 2, 3 minutes.
-Start to drive, it will go from 1st to 2nd, alright.
-From 2nd to third have to let up off the gas at around 3000rpms.
-Only after driving at about 3000--3100 rpms for about a couple of minutes will when I take my foot momentarily off the gas will it shift into 4th(overdrive).
-From then on after the first start up in the morning, I will to take my foot off the gas everytime I want to go from 3rd to 4th.
-Feels like there might be a delay also from when I hit the gas to when it goes. My timing is dead on spec, and all pistons are firing.

I am thinking that the tranny mechs didnt adjust the wire/or wires that were attached to the tranny that go to the top engine area. I have played with what I think(prolly know) are the kick up/kick down cables. Is that even what they are called?
Can anyone tell me how to adjust them? Any tricks? Hints? What to tell my new Tranny mech? Please help...this isnt good for gas or for engine prolly either when I have to just stay at 3000 for no reason so it can get to whatever temperature or whatever to make it so I can then only (baby) it into gear.
Hope I didn't confuse too too much. lol

Yes, the cable has been pulled up too much with the throttle body at rest. There is a factory specified adjustment that can be found in most manuals and probably here online. I have noticed the Toyota bracket next to the throttle body is rather flexible. I have long suspected that tweaks can be made by slightly bending the bracket. Find the adjustment online and set it. Most likely you will loosen the cable sleeve nuts at the throttle body bracket and reduce the number of threads showing on the throttle lever side of the bracket. I suspect its probably 1/4 inch advanced to induce late shifts. AND, I have seen those cables rust on the inside and stick. Remove the cable, hold it up and pour lots of ATF oil down the sleeve. Then hold the very end and pull the cable out and let it spring back working in the oil. If there is no spring back, then the pan will need to come off and that return spring will have to be replaced.

Hope this helps.
