Instrument cluster not working on my 88 4runner

I have an 88 4runner with a 3.slow, and auto trans. The tach, oil and temp work, but the speedo, odometer, and fuel gauge do not. I know this gen has a problem with the speedo cable going out, which wuld cause the odometer not to work, but would that casue the fuel gauge to die? Is it an problem that I should replace the whole cluster and cable, cable only?

Any ideas?

probably the fuel sending unit and the speedo cable, the circuits are all seperate in the speedometer head

Thanks. Does that mean if I replace the instrument panel it should fix the problem? Or do I need to replace the sending unit and the cable?
