Idle sticking at 1500 RPM

Idle sticking at 1500 RPM
My idle sticks at about 1500 RPM even after the engine is warm. I have to tap the accelerator to make it drop back down to about 1000. After accelerating again and then coming back to idle it pegs at 1500 again.
I've cleaned out the throttle body pretty good, which it needed but there was no change. I'd like to get some input on which component to troubleshoot next so I'm not spinning my wheels or replacing parts needlessly. Any advice would be appreciated.

take off the intake tube from the throttle body and look to see if the butterfly valve is actualy closing when you let off the gas. if it is you might want to back out the idle control screw. also make sure the return spring on your throttle body has not gone soft.

xylicon: I'm not sure what a dash-pot is. If it's something aftermarket, I don't believe I do.
99greerunner: The problem with this test is that I can't keep the engine running with the air intake off. Does it make sense to do it with the engine off?

The lower spring in the picture is what I should be looking at, correct? It seems like it could be tighter. When I touch it, there is a little bit of play/looseness in the spring.
Are you sure these can be found at a hardware store?
