Well my only thought is a possible vacuum leak. Best to search though, could be a lot of things. It should be fine to adjust it.

950 seems a bit high. 750 for a manual and 850 for an auto.

actually it's irregular, sometimes it'll be fine then others it's low and it seems like my engine is missing.

Make sure you have no vacuum leaks.

Mine sometimes tends to idle lower when its really warm.. like after a long drive

Yeah, Mine will do the same thing after a long drive. Instead of the regular 850 it will be at around 650. Everything checks out good though so who knows?

I have no clue, my girlfriends 95 22re 4runner does it too.

Ive given up... I just give it a little gas and make it idle higher. Ive had it go down to 200rpm, damn the cams sounded nice

Lightbulb

What year and make is your Yota and does it idle faster when it is cold and newly started then slow down when warm? If it starts with low idle, it could be your auxiliary air valve if you have an older Yota or your IACV "Idle Air Control Valve" if it's newer. This valve draws air into the intake until the vehicle warms up than closes when its warm. I have an 88 22re and my AAV was not retracting to the open position. It's idle was slow from the start and since it was still cold seemed to miss as well. Had to ride the pedal a bit to open the throttle body and give it some air til it warmed up. My valve is controlled by coolant and an electric heater coil both of which warm the valve and close it after it runs a bit. I have heard that some air valves are controlled by vacuum also but haven't seen one yet.
good luck!
