Idle problem

Idle problem

Hello all I still have not been able to figure out the idle issue on my 1990 22re 4 runner. I set it to 750, and it runs fine. When I turn it off and restart it while warm the idle sits right at about 200. I adjust it again runs fine until I turn it off, then again it drops back down to about 200. I am truly stumped on this one. I have seafoamed it, adjusted the TPS, set the timing, and listened all over for any kind of air leak. Anyone have any ideas? Engine codes are reading rich mix, and lean mix at the same time.
