HVAC control function doesn't change

I have a 94 Toyota 4x4, NON A/C, no matter where I put the HVAC selector, lower, upper or defrost it only blows out the upper(A/C) ducts. Any ideas?

Broken cable? Can you hear the doors inside the duct work flapping when you move the lever?

sounds like the cable came off of the lever which moves the flaps. the FSM has illustrations of this, but you should be able to stick your head under the dash and find it.

i've had mine slip off and i put it right back on. sometimes it doesn't have to be 'broken' for it to not be working. hopefully that's the case for you.
