how do I fix idle screw is not making change

how do I fix idle screw is not making change

Ok so my toy has been running bit off the idle is down around 500
I have had check engine light for some time just never bothered to check codes

any way I thought i would try to turn the idle up
well the screw that your supose to turn was out a fair bit I turned it out and no change on a tach but if i turn in the idle goes down till almost stall

looking like i may have to base out the unit but not sure all of what I should try/do
I'm going to reset computer and check codes when the come
so any pointers would be great

How's the o-ring looking on the idle screw? They tend to get dry and worn out and don't seal anymore.
